Our methodology for the development of this plan is based upon three key pillars:

• Engagement and feedback
• Data and analytics
• Horizon scanning, research and best practice

These are a framework for identifying the key issues and not sequential steps although we have summarised as much of the research and horizon scanning material available to frame our engagement questions.
