Briefing on new arrangements for overseas dentists to enter the Dental Performer List in Wales

Briefing Update November 2024

Purpose

To introduce changes required for international dentists to join the Dental Performers List (DPL) in Wales via Performers List Validation by Experience (PLVE). The legislation behind this is within the NHS Wales Performer List Regulations https://www.legislation.gov.uk/wsi/2004/1020/part/4 and the equivalent regulations in England.

Decisions with regards to entry to the Dental Performer List rests with the Health Boards within their respective Quality & Safety Governance structures. Medical Directors or their delegated authority (e.g. Dental Practice Advisors) will make recommendations for the applicant to join the Dental Performers List, with or without Conditions. All existing supporting resources and documentation will continue to be made available and education and training will be provided through HEIW.

The new process is below and a transition plan in place to transfer full responsibility for these applications to HBs with effect from 1st January 2025.

  1. Applicant identifies provisional job offer and makes application to a Health Board Representative for inclusion to Dental Performer’s List
  1. Health Board Representative will identify any relevant training needs and inform the Applicant of these
  1. Conditional Inclusion length and requirements to reflect training needs identified by HB representative and shared with the Applicant and Shared Services
  1. Health Board Representative to approve the Applicant’s Mentor and Mentoring Arrangements in the proposed practice

(HEIW will not be approve mentors or mentor training however will continue to offer the Developing Dental Educator DDE training)

  1. Applicant will submit any relevant supporting evidence and assessments to the Health Board Representative as requested.
  1. Health Board Representative to assess the final report from the applicant’s mentor in the practice they are working in
  1. Medical Director (or delegated authority) to review the portfolio for sign off
  1. Health Board Representative to make recommendations to the Medical Director (or delegated authority) – this may be via the Health Board Quality & Safety Committee or equivalent.
  1. Medical Director (or delegated authority) will advise applicant and NWSSP of eligibility for full inclusion to the Dental Performers List

 

HEIW will make available the following resources which stakeholders may choose to use:

  • Record of previous clinical experience (can be used as initial assessment of baseline experience)
  • Full Portfolio of assessment (including a range of tools)
  • Mentor Application form
  • NHS Rules and Regulations training
  • Developing the Dental Educator training

Continued support will be provided from HEIW through the transition period to ensure applicants are not adversely affected and HB representatives are aware of the changes and their role.
