Led by Health Education and Improvement (HEIW), Wales is taking a significant step forward in improving palliative and end-of-life care (PEoLC) with the launch of its first  All-Wales PEoLC Competence Framework.

This is a multidisciplinary framework, relevant to all health boards, education providers, and professionals involved in PEoLC. Whether you’re a student, a frontline practitioner, or a specialist, this framework is designed to ensure you have the skills, knowledge, and confidence to deliver compassionate, high-quality care.

This initiative is designed to standardise and enhance the skills and knowledge of the multi-professional workforce delivering PEoLC across all settings in Wales. It supports Welsh Government’s Quality Statement for PEoLC and aligns with the broader vision of A Healthier Wales, which promotes integrated, person-centred healthcare.

Forming part of HEIW’s IMTP 2025-2028, the PEoLC competence framework is highlighted as a key enabler of NHS Wales' move from reactive, localised workforce problem-solving to a national, coordinated, and proactive approach to workforce planning and productivity.

By standardising competencies across the palliative and end-of-life care workforce, the framework directly supports efforts to improve care quality, workforce sustainability, and service efficiency, ensuring day to day consistency of patient care.

Currently, Wales is the only UK nation without a national PEoLC competency framework. This project addresses that gap by setting out clear, tiered competencies;

-Intermediate
-Complex

The competencies are tailored to the varying responsibilities and expertise of professionals across health and social care.

This is a pivotal opportunity to shape the future of PEoLC in Wales—ensuring that care is consistent, person-centred, and delivered by a confident, well-prepared workforce.
