A first for Wales in end-of-life and palliative care

Health Education and Improvement Wales (HEIW) has launched the first-ever All Wales Competency Framework for Adult Palliative and End of Life Care (PEoLC).

The framework has been developed in partnership with the NHS Wales National Programme for Palliative and End of Life Care and a multi-professional steering group. Most importantly, it has been shaped by the voices of people across Wales.  

Each year, over 35,000 people require palliative or end of life care. Until now, there hasn’t been a single national approach to guide the skills and knowledge of the professionals involved.

The Cabinet Secretary for Health and Social Care, Jeremy Miles said:

“This framework is a vital step towards strengthening palliative and end-of-life care across Wales. By clearly defining what’s expected of staff, it supports a consistent approach regardless of the care setting or provider. It will help ensure compassionate, high-quality care is enabled through a confident, skilled workforce.”

Idris Baker, National Clinical Lead for Palliative and End of life Care in Wales said:

“For the first time, Wales has developed a dedicated Competency Framework to support clinical staff in delivering care to adults requiring Palliative and End of Life Care (PEoLC). This marks a significant step forward for adult services in Wales. Launching the framework is just the beginning. HEIW, together with the National Clinical Programme for Palliative and End of Life Care, will continue to work in partnership with health boards, trusts, hospices, and other providers, as well as those involved in workforce planning, education, training, policy, and service delivery to embed and evolve the framework across the system.”

The framework supports staff at all levels, including specialists, by offering clear guidance on palliative and end-of-life care (PEoLC) for employers, educators, and service providers. It outlines the essential knowledge, skills, and attitudes required across all care settings.

It will empower staff at every level with the skills and structure needed to deliver compassionate, high-quality care. Most importantly, it ensures that patients’ wishes remain at the heart of care, helping individuals receive support that is respectful and aligned with their values and preferences.”
