Action 19 Leadership development - cluster and collaborative lead programmes

Summary 

Review and improve existing leadership programmes for Cluster and Collaborative Leads, as well as those aspiring to these roles. 

Description 

The expert leadership programme was created to strengthen leadership skills for Cluster and Professional Collaborative Leads. Delivered by Primary Care Commissioning Community Interest Company (PCC), four cohorts were delivered between 2023 and 2025, covering teamwork, leadership influence, change management, and role confidence. Sessions included in-person expert-led training, virtual action learning, and one-on-one coaching. 

Benefits

This programme helps leaders drive improvements in primary care. It supports succession planning, ensuring leadership roles are filled by skilled professionals, and boosts job satisfaction and retention. It also fosters networking and collaboration, allowing leaders to share best practices across Wales.  

Progress so far

Four cohorts have been completed and evaluated, with participants giving positive feedback. They valued the chance to connect with peers from different areas and professions, the flexibility of online learning, and the support of backfill funding. 

Next steps

The PCC contract has ended, and future leadership programmes will be considered as part of HEIW’s wider leadership strategy, aligned with the upcoming NHS Wales Management and Leadership framework. Work is progressing to be able to provide access to primary care colleagues to the Clinical Leadership Immersive programme (CLIP) within 2025/2026. Expressions of interest are awaited following a presentation to the All-Wales Cluster Leads Group. In other news, the Strategic Workforce Plan for Primary Care Team are working with the Nursing and Midwifery Perinatal Workforce Team and Academies in order to provide access to primary care nurses to the highly rated ‘Your High Performing Compassionate Team’ train the trainer workshop with the first cohort being booked in December.
