Integrated Medium-Term Plan (IMTP) for 2025-2028

HEIW's Integrated Medium-Term Plan (IMTP) for 2025-2028 sets out our strategic priorities to develop a skilled and sustainable workforce, across Wales, that improves care and population health. It aligns with the Workforce Strategy for Health and Social Care in Wales, with a clear focus on creating a motivated, engaged and valued workforce.

What does this mean for healthcare services in Wales?

The plan sets out eight strategic priorities designed to transform the NHS Wales workforce and respond to both current and future healthcare challenges. These priorities will:

  • Enhance patient care through a highly skilled workforce
  • Improve timely access to treatment
  • Expand use of digital healthcare technologies for more personalised care
  • Strengthen preventative and community-based healthcare, helping reduce hospital admissions
  • Provide staff with career development, training, and leadership pathways
  • Foster a supportive, inclusive workplace to improve staff well-being and retention
