Health Education and Improvement Wales (HEIW) is pleased to announce that its Integrated Medium-Term Plan (IMTP) for 2025-2028 has been approved for submission to Welsh Government by the HEIW Board.
Working with our staff and stakeholders, the Plan sets out HEIW’s strategic priorities to develop a highly skilled and sustainable workforce, ensuring improved care and better health outcomes for the people of Wales. It aligns with the Workforce Strategy for Health and Social Care in Wales, with a clear focus on creating a motivated, engaged, and valued workforce by 2030.
The IMTP comprises eight key strategic priorities aimed at transforming NHS Wales’ workforce to meet current and future healthcare demands:
1. National workforce solutions that support quality and productivity
2. Workforce transformation to support preventative and place-based healthcare
3. Excellent education and training
4. Role evolution and multi-professional working
5. A digital and technology ready workforce
6. Compassionate cultures and effective leadership
7. Future Focussed Workforce plans
8. Supporting the implementation of WG policy decisions
These priorities will enhance patient care by ensuring a well-staffed, highly skilled workforce, improving access to timely treatment and personalised care through digital advancements. A stronger focus on preventative and community-based healthcare will enable care closer to home and support a reduction in hospital admissions.
For NHS Wales staff, the Plan offers clear career development, training, and leadership pathways while fostering a supportive, inclusive workplace that enhances well-being and job satisfaction.
Despite financial pressures, this is an ambitious plan which sets out a sustainable approach to workforce development, improving efficiency, strengthening multi-professional collaboration, and enhancing digital readiness to help NHS Wales adapt to future healthcare demands.
