This programme transferred from us to the NHS Executive on the 1 April 2024. They are now responsible for delivering a refreshed programme of work.

What is the All-Wales Nurse Staffing Programme?

The programme was established to support Health Boards and NHS Trusts to fulfil the requirements of the Nurse Staffing Levels (Wales) Act 2016. This legislation requires health service bodies in Wales to ensure appropriate nurse staffing levels across provided and commissioned services. Such measures enable the delivery of high-quality, person-centred, and sensitive care for patients.

Our Role in the Programme

We contributed to the delivery of the All-Wales Nurse Staffing Programme by:

  • Developing workforce tools: These inform workforce planning within:
    • adult acute medical and surgical inpatient areas
    • paediatric inpatient areas
    • mental health admission and assessment units
    • health visiting and district nursing services.
  • Stakeholder engagement: We engaged with local and national stakeholders, including healthcare professionals, nursing students, and the public. This ensured all stakeholders were engaged and kept updated on the programme of work.
  • Educational support: We provided national guidance and operational support to develop and implement effective nurse staffing strategies and workforce planning.

This work was done in collaboration with Health Boards, NHS Trusts, Digital Health and Care Wales, Welsh Government, and key partners.
